Restoring Greatness to Government

The attached draft paper analyzes regional Great Lakes institutions and their capacity for addressing the mounting number and complexity of Great Lakes ecosystem challenges. It also proposes reforms in the institutions that would strengthen the citizen voice in environmental
decisionmaking, helping reverse ecosystem decline.
